The Welsh Government is the devolved government for Wales, responsible for developing and delivering public policy, services and national programmes across areas such as health, education, transport, housing, planning, environment, economy and digital public services.

Cloud Security Engineer

Fully Remote from 2020 - 2022, again from 2023 - 2025

Deliverabls and Achivments

  • Delivered cloud architecture and modernisation for Planning and Environmental Decisions Wales, supporting the transformation of key Welsh Government planning, casework, document, and decision-making services. 
  • Developed automated performance and load-testing capability using JMeter and Azure Load Testing to measure web access, document upload, and document download performance. 
  • Led the migration and modernisation of the Welsh Government Document Control Centre, covering government-owned documents, classification, retention, access control, document management workflows, and secure cloud-based service delivery. 
  • Supported the introduction of AI capability into Welsh Government services, helping assess how AI could be applied to improve document handling, operational efficiency, search, classification, and service transformation. 
  • Re-architected Welsh Government document management services, enabling secure remote working, co-authoring, document lifecycle management, retention controls, classification, and Microsoft 365 integration. 
  • Designed and implemented secure Microsoft cloud services, including Azure AD, Intune MAM/MDM, Conditional Access, private endpoints, cloud storage, Key Vaults, and secure access controls. 
  • Delivered Azure cloud architecture and infrastructure modernisation across government-scale services, covering Azure IaaS, PaaS, SaaS, networking, storage, identity, monitoring, and automation. 
  • Migrated infrastructure delivery into Azure DevOps automation, improving deployment consistency, governance, repeatability, release control, and operational supportability. 
  • Implemented Infrastructure as Code and automation, including ARM templates, Azure Automation, Desired State Configuration, automated base image creation, and pipeline-based deployments. 
  • Acted as Scrum Master for cloud and infrastructure workstreams, leading requirements definition, sprint planning, backlog management, capacity planning, approvals, go-live planning, and delivery coordination. 
  • Delivered cyber security improvements across cloud, endpoint, and document services, including Conditional Access, Intune policy, private networking, secure storage, document classification, retention, and boundary protection. 

Planning Casework Wales

 

Planning Casework Wales is a Welsh Government service that supports the management, review and progression of planning-related casework across Wales. The service enables planning appeals, case submissions, document handling, decision workflows and communication between applicants, local planning authorities, inspectors and government teams.


From a delivery perspective, the platform required a secure, reliable and well-governed cloud environment capable of supporting public-sector casework and sensitive document management. The service needed to provide controlled access, consistent deployment processes, reliable storage, auditability and operational resilience.

My work supported the modernisation and delivery of Azure-based services for Planning Casework Wales, helping improve infrastructure consistency, release control and operational supportability. This included moving infrastructure delivery into Azure DevOps, supporting repeatable deployment patterns, and improving governance through Infrastructure as Code and automation.


Key areas of focus included secure Azure platform delivery, private networking, identity and access control, cloud storage, Key Vault, Conditional Access, Intune policy, document lifecycle support, monitoring and operational reliability. The work also involved supporting document upload and download performance using JMeter and Azure Load Testing to help validate service responsiveness and user experience.


The role required close collaboration with delivery teams, technical stakeholders and public-sector service owners to support a secure, scalable and maintainable digital service. The outcome was a more controlled and repeatable Azure delivery model, with stronger governance, improved deployment confidence and better support for casework and document-management processes across the service.
