Planning Casework Wales is a Welsh Government service that supports the management, review and progression of planning-related casework across Wales. The service enables planning appeals, case submissions, document handling, decision workflows and communication between applicants, local planning authorities, inspectors and government teams.
From a delivery perspective, the platform required a secure, reliable and well-governed cloud environment capable of supporting public-sector casework and sensitive document management. The service needed to provide controlled access, consistent deployment processes, reliable storage, auditability and operational resilience.
My work supported the modernisation and delivery of Azure-based services for Planning Casework Wales, helping improve infrastructure consistency, release control and operational supportability. This included moving infrastructure delivery into Azure DevOps, supporting repeatable deployment patterns, and improving governance through Infrastructure as Code and automation.
Key areas of focus included secure Azure platform delivery, private networking, identity and access control, cloud storage, Key Vault, Conditional Access, Intune policy, document lifecycle support, monitoring and operational reliability. The work also involved supporting document upload and download performance using JMeter and Azure Load Testing to help validate service responsiveness and user experience.
The role required close collaboration with delivery teams, technical stakeholders and public-sector service owners to support a secure, scalable and maintainable digital service. The outcome was a more controlled and repeatable Azure delivery model, with stronger governance, improved deployment confidence and better support for casework and document-management processes across the service.
